(Big Sur 11.1) Desktop Wallpaper keeps going back to the standard wallpaper after reboot

MacBook Air (M1, 2020)

macOS Big Sur version 11.1

I updated to 11.1 and for some reason my desktop wallpaper will default to the macOS Big Sur "Big Sur Graphic" wallpaper whenever I reboot or shutdown.

I will change the wallpaper to something else, restart or reboot and the macOS Big Sur "Big Sur Graphic" wallpaper will be back.

I re-installed macOS Big Sur 11.0 and 11.1 and it has not resolved the issue.

Anybody experiencing the same issues? I reached out to Apple Support, they didn't have any solutions.

I have a similar issue. I have set Big Sur running on iMac to use the dynamic Big Sur wallpaper (showing Highway 1 running along coast at Big Sur with appropriate changes in lighting, sun angle, weather condition throughout the day and night). A week ago it’s not updating and is frozen roughly at twilight.

I installed 11.2 today, hoping that this bug was fixed. Unfortunately, it is not fixed.

I have two external displays in addition to my iMac 5K. The external displays do retain the wallpaper I've set. It is only the iMac itself that resets on every reboot. I've given up changing it.
