Unable to update erased iPad software in order to access an iCloud backup?

Someone accidentally erased my iPad. I am trying to access an iOS backup from a year ago, but I need iOS 13.1.2 in order to access this backup.

I skipped this step for now and set up my iPad in order to update the software so I could erase it again, but the most up-to-date software allowed is iOS 12.5. I still can’t access the backup since I can’t update the software further. What do I do?

iPad Air, iOS 12

The backup that you are attempting to use was creating using a device with a later version of iOS/iPadOS - therefore indicating that the backup did not originate from the iPad to which you are attempting to restore.

A backup can only be restored to a device that has either the same, or more recent version of iOS/iPadOS, than created the backup.
