The Apple Watch SE cellular which is purchased in Dubai , can be used in India ? With service provider Jio/Airtel ?

There are 2 Apple Watch cellular radios
• Canada, U.S. Mexico, Puerto Rico
• The rest of the world
Carriers will not attempt to connect to an Apple Watch that does not use the correct radio.
If you do not get your Apple Watch in your own country, you may have to return the Apple Watch to the country where purchased to get warranty service.
If you do not get your Apple Watch in your own country, there may be country specific restrictions in the installed Apple Watch software that prevent features from working when you get home.

It seems Dubai is a popular place to change planes on the way to India, and many fellow travelers to India have obtained Apple Watches from Dubai. At least Dubai has approved ECG, so that feature should work for you. But you may find some other features are restricted on the Dubai Apple Watch, so you should really cross check the feature availability list line I provided above.
