That's a great question! The following resource can help guide you through archiving your iCloud data. So for content such as photos, that resource has information to help you store them locally onto your device(s) itself. Once your photos have all been downloaded onto your device(s), you won't need to sign into iCloud to retrieve them. Here's how: Archive or make copies of the information you store in iCloud

With that said, after you've archived your iCloud data and have created a new Apple ID account, you can then upload your photo library back to iCloud using your new Apple ID: Set up and use iCloud Photos
