You can transfer a plan to a new owner of the old Airpods but I do not see transferring AppleCare from one set of Airpods to another being possible in Apple's discussion of transferring AppleCare --> Transfer your AppleCare plan - Apple Support

The coverage is set to a particular pair of Airpods.

Hello Jasminewolf3,

We understand you're looking to transfer your AppleCare plan. In order to transfer AppleCare it needs to be the same device, or to another owner. You can locate this information here: Transfer your AppleCare plan

If you need to return your AppleCare plan or purchase a new one we recommend contacting your Apple Authorized Reseller, or if you purchased directly with Apple reach out here: Get Support

Take care.
