Preview is not responding at all.Hence not shutting down. any help

How can one make the preview respond and operate normally?

I opened a a pdf file from "Finder" in "Preview". Then I wanted to close it , but it is not responding.
Then I wanted to shut down the computer. Mac answered "Preview is responding" . It can force to shut down
Once FORCE QUITTING was done. Then whenever I switch on Mac , that pdf file appears automatically and "Preview"
does not respond and I did not try force quitting for the last two days. this is all. but I can open "Safari" for
e-mail messages. All other related operations can be done.

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?
How can "preview" be made to respond?
my question tells everything, i.e , "PREVIEW Is not responding., hence how to make it work ?
told many times. seems useless to chat .
