Not unless you have a Lightning to USB-C to charge your iPad Mini 5.
If you have a Lightning to USB-C cable, then it is perfectly fine to charge your iPad Mini with the Apple 20W power/charging adapter block.
The Apple 20W power/charging adapter block.will NOT fast charge your iPad Mini 5, though.
