iPhone storage almost full iOS 14

My 2TB iCloud is 1% utilised and iPhone storage is almost full. Most of the space is taken by Photos. My iCloud photos are enabled but still I don’t get a free space on phone. Can someone help me setting it correctly?

How to free up space on my iPhone after I’ve deleted all photos i e deleted some 2,000 photos and videos but still can’t free up space so my iPhone 8 works. I also removed permanently all deleted photos. Still nothing. Turned iCloud photos off. What’s the trick? This happened a month or two ago. My iPhone keeps saying 1% iCloud storage left my phone keeps saying 1% storage left when I go into my settings and try to delete photos to make room it won’t let me. It looks like it’s deleting but it doesn’t as soon as I get out of it I press the photo app and the photos I just deleted are back on my photo app and storage. Now it’s saying I need to backup and update it won’t let me and I pulled up the photo app and now all my photos are in 3’s meaning 3 of each photo? I can’t get any of them to delete?
