I can’t change my region on App Store unless I spend all my wallet .. which is 0.04$ it’s less than any purchase!!!!
and when I tried to add more money so I can buy something .. it’s not working .. maybe because I have a Jordanian credit card and my region is United States? How can I change my region from United States to Jordan ?

You'll need to reach out to iTunes Support and ask them to wipe the few pennies from your account before you can change your region for purchases.
