what pops up is that

your purchase can’t be completed

Is that all it says? Does it provide any additional information? If it says purchase cannot be completed, it generally provides some other explanation or a web address for you to visit. If you do not see any explanation, then you need to use the Contact Support link at the top of the page here to contact Apple Support for assistance.
