unlocked "disabled" iphone

Phone is "loaned" to our teenage son. After a series of miscalculations and poor decision making, he lost use of this phone for some time. Now that we want him to have his phone back, it is "disabled" and we aren't able to unlock it. We have tried plugging into our mac book pro and going through iTunes, but it isn't working. Please help
