This Apple ID has not been used in the ITunes store

Setting up a new iPad. Error message when trying to download a free app. It says “this Apple ID has not been used in the iTunes Store”. It proceeds with a cycle of review username and enter password in a continual loop. I have entered the billing and shipping info and still same loop of messages. Please help!
