macOS Big Sur won’t download or times out

Usually the issue is downloading via Wifi. Suggest attempting via Ethernet connection. If not workable then disconnect all other devices using the Wifi and either do the download via Apple Apps Store or the same only via Safe Mode ( Shift ) immediately at startup
