Route all international calls via Google Voice

I was able to directly place international calls from my Phone app on Android and the calls would be placed from Google Voice. I am unable to do so in an iPhone. I could not fins any such setting on the Google phone app on iPhone. Am I missing something or is this a limitation with iOS?

I understand that I can open Google Voice app and place an international call. The above was just convenient.
