iPad stuck in Recovery mode will not Update or restore Error 4013

Is there a way to get the iPad to reload the operating system and restore the iPad from backup?

Thanks, I have checked out Apple support but having tried everything mentioned. It gets so far with the process and then comes up with the error message. Have investigated Shipping it to Apple and have received a quote of £214. Makes me wonder if I should just buy a new iPad for an additional £200!
