There is no stand alone firewall installer.app

Firewall is part of the macOS. Go System Preferences >> Security & Privacy and along the top are Tabs >> Firewall is the 3rd Tab. To make any changes, one must UnLock the Padlock lower left of this Panel with computer password.
What do you mean "reinstalled"?
The macOS firewall is built into the OS and can not be "uninstalled".
Go to System Preferences>Security& Privacy>Firewall.
