I have a new MacBook, how do I sync my previous data and retrieve my previous information

I recently had my laptop stolen and I have bought a new one. I hope that I can have my new laptop take the place of my previous laptop and restore my data to it and retrieve my lost files and information.

Do you have a backup you can restore from? Time Machine or a clone? If you were syncing data with iCloud, have you gone to System Preferences/iCloud (Apple ID for Catalina) and turned syncing on?
