why is there not a way to delete this MDM function off this ipad ?

You’ll not be able to remove the management profile.
If an MDM profile is present, this usually indicates that the device is owned or managed by either an Enterprise or Educational establishment. The management profile can only be removed by the management system with which the device is associated - requiring the assistance of the System Administrator.
