Flash Player is not - and never has been - supported by iOS/iPadOS. Flash support has also now been withdrawn by Adobe; as of December 2020, Flash is now extinct for all platforms.

Adobe Flash Player never ran on any iOS devices.
Adobe could never produce an optimised version of Flash Player that wasn't an iOS resource hog and battery drain on iOS devices.
So, Apple never allowed Adobe Flash Player to ever run on their mobile devices ever.
And as of mid December 2020 Adobe Flash Player has ended and is now a dead, obsolete and extinct, online Internet technology.
HTML 5 has been the major, dominant replacement for Adobe Flash Player for many years, now.
