Recover Lost Bookmarks

Some of my bookmarks have disappeared.

About a month ago a folder within my bookmarks disappeared. At the time I was able to find them all in iCloud in "recover bookmarks".

Then a few weeks ago the same thing happened again, to the same folder and bookmarks but they are not listed in the recovery function this time.

I know there is a time limit to recover them (30 days) and I found some that I intentionally deleted some time back (before the 2nd issue) but not the ones that disappeared.

The only thing I can thing that might be related is that I think both instances occurred around the time I upgraded the software on my phone, but I can't be sure. The issue is on all my devices (phone, iPad, MacBook).

Any ideas on how to get them back??
