Is there anyway to recover photos and vidoes that were deleted permanently from the "recently deleted" folder on my iphone?

In an attempt to clear as much as possible from my iphone to make space for the latest update, I deleted all of my photos and videos. Under settings, the storage still showed that photos were taking up a significant amount of space, even though I had just deleted everything. I noticed the folder that said "recently deleted" and saw all the photos and videos I had just deleted in that folder. Thinking they were still being stored on my device and taking up space, while still remaining backed up on my icloud account (which I had confirmed just minutes before), I deleted all of them from this folder. That's when I noticed on my icloud account (viewing it on my laptop) that all the photos and videos disappeared. Is there any way at all to recover these? This is very disappointing. Thank you.

No, once deleted/removed from the Recently Deleted folder in iCloud Photos, they are permanently gone.
