MP4 on Apple TV to iMovie

I have moved mp4 video from my pc using iTunes app to my iPad to use iMovie for editing. But iTunes put the video into Apple TV app on my iPad which won’t transfer to my iMovie. I tried moving the video with iCloud but it would not let me upload the mp4 to the cloud using the iCloud app.

Is it possible to move a "home movie" from Apple TV to camera roll? I'm just trying to get video clips from my windows desktop into my iphone camera roll. When transferring with iTunes, the video is dropped into the "home movie" section of Apple TV. I need it in the camera roll so that it can be accessed by Instagram. Thanks!

I used the method from

to move the mp4 files to iMovie with file share. This is in iTunes under devices.
