Me and my daughter have different phones and are logged into different accounts yet our photos, safari and phones are connected and we don’t know why.
I do not know what you mean by different account. Please have separate Apple ID then this issue wouldn't be there.
However, if you are --> sharing albums in Photos on your iPhone, iPad, and Mac, then this would be available to all those with whom you have shared.
