iCloud photo "ON" vs iCloud backup photo library "ON"

In my iCloud storage menu, i able to see photos occupied around 22gb and backup occupied around 35gb which includes photo library of 30 gb .what's the difference ?


While deleting all the photos , in the bottom of the screen able to see photos are uploading what it means ? whether photo availabe in icloud or it is uploading now only ?

When your photos are stored in iCloud they aren't considered a part of the backup as this is what iCloud backs up -- What does iCloud back up? - Apple Support, this is why it's different.

That upload bar indicates that photos are syncing to your iCloud and device. Deleting the photos will send them to the Recently Deleted folder which will be deleted after a 30-day period.
