why duplicates under iCloud Contacts

My iCloud Contacts shows 19,133 contacts but the correct number is 12,301 which are the contacts that show in my Mac native Address Book. For some reason, the correct number is not updating on my iCloud Contacts.

I did clear the "Manage Website Data" under > Safari/Preferences/Privacy/ Manage Website Data

Any suggestions?

You can click on All contacts , select the rest of contacts , copy and paste over All iCloud from address book .

Select - use command and A keys , copy - use command and C keys , paste - command and V keys .

If contacts are at random placed , drag and drop them .
