i cant install this i dont know for what reason but when i try to install it from appstore it show latest software require but latest software not show in my mac

how can i install xcode in software version of 10 13 6 or how i upgrade my mac os to latest software version

This will depend on the Age of the computer as to upgrading to new macOS. Please read the Link to determine what macOS it can upgrade to or at all.
