Intercom stuck on Never.

I recently had this same problem. On your iPhone go to Settings/Privacy/Location Services. Locate the Home Icon and tap to open. The you will find choices .... tap on "While Using The App". Done, Go back to Home app/Settings/Intercom and you will find you have made your choice "Anywhere".
