Iphone Migration Transfer Process

I just recently purchased an IPhone XR and I chose to transfer everything off of my old Iphone 7+ to the XR by doing the IPhone Migration choice when you first set up the IPhone. All of my pictures, contacts, & notes transferred. My apps did as well, however they are all frozen at a certain point of downloading. I've waited a couple of hours and not one single app has downloaded yet. I have turned my phone off and back on, but still nothing. Any help would be appreciated!
