With my old smaller IPad, I was able to close all of the sites that were
active by double clicking on the hoe button. This opened up the
page where I could swipe the all off one by one.
I can't figure out, without the double clicking home button,
how to open the page where all of the active sites can
be closed by a swipe on the iPad Pro.

From anywhere along the bottom of your iPad's screen slide a finger upward approx. halfway up your iPad's screen to invoke the iPadOS App Switcher.
