My Apple ID account was hacked and my country of origin was set to mainland China (I live in the United States). I have updated my password, disabled all devices associated with the account, but am unable to update the country I live in.

My Apple ID account was hacked and my country of origin was set to mainland China (I live in the United States). I have updated my password, disabled all devices associated with the account, but am unable to update the country I live in to fully set-up Two-Factor Authentication (via mobile) as the system won't let me update my billing address. Is something locked that I an unaware of?
