If you simply deleted and the 30 days period in Deleted Photos isn't over yet, you can go to there and restore it.
If you have a local backup from the period in iTunes/Finder, you can backup your phone now to preserve the correct situation and then restore to that old backup, recover the photo and then restore back to the newest backup and then add you photos again

Other than that, your photo is gone.
