when i save a new contact on my phone. It’s synced to my iCloud immediately. When I check my Google contacts the save number does not appear. The number of contacts on iCloud and Google do not match at all.
It depends on what have you set as default Contacts Account, refer to the 2 frame GIF below.
Contacts are neither stored locally on an iPhone nor in SIM. They are synced to an email account that you had Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other

Why do you think they should?
You can sync contact with Google. You can sync contacts with iCloud. You can even sync contacts with both Google and iCloud... but any single contact record can only be synced with one cloud service.
