The real issue is a problem with the IMEI. You still need to unfortunately get a new device for it.

Oh dear... You may have had previous repairs to your device from a third-party retailer. The parts used for the repairs could have been counterfeit and some may not be Genuine Apple OEM parts.
Apple will NOT fix the issue! I repeat Apple will NOT fix the issue! Go back to the third-party repair stores you had your device repaired at and see if they can resolve the issue. And if not, recycle your device with a phone and tablet recycle store or online provider and buy a new device.
But if you have had AppleCare+ on your device, Apple may be able to offer a replacement but I’m unsure if they will as of the issue. Just go to an Apple store and see if it can be replaced. This applies to other insurance installed for the device.
If you do not have AppleCare+ on your device, then sorry, there is way to fix the issue if the third-party repair stores you went to couldn’t fix the issue. From that point your device is permanently dead. Period. The only way out is to Buy a new one. You took a risk to repair the device at a store with counterfeit or non genuine Apple OEM parts And that risk smashed into pieces.
Funny how you’ve assumed that there has been a third party repair this has happened when I was trying to update the iPad to the new software that was offered by Apple The iPad has never yes NEVER BEEN REPAIR NEVER MIND BY A THIRD PARTY REPAIR very disappointed with your assumption If not willing to help that’s fine but please don’t assume things thank you for your lack of help
