how do i unlock my ipad when its disabled and says connect to itunes?

Go to a non-Apple store or use a friend's computer; this can be a PC if it has iTunes installed. If you don't have access to one at all, wait until you do.

ive done what the article has suggested a number of times and it still says to connect to itunes, i dont know what else to do
I have no pc and cannot get to apple store due to civic, anything else I can do
