Did you install an active SIM card in your iPhone 12? I bet that you can still make and receive calls with your iPhone 11. This is because the active SIM card is still in your iPhone 11. Depending on your carrier, your iPhone 12 may require a 5G SIM Card. Call your carrier and ask them. If you do not require a 5G SIM card then you can move your active SIM card from your iPhone 11 to your iPhone 12.
