Why is my iCloud still full after deleting hundreds of GB?

My mom (1.8TB), my dad (.1TB), & I (.1TB) share a 2TB family storage plan & we’ve all been getting the “storage full” message daily so we helped my mom delete ~30,000 photos & ~1,000 videos over the last 2 weeks & we also cleared over 150GB of our backups & about 120GB from our iCloud Drives. 2 weeks ago iCloud said she had 1739GB of photos and now she’s only down to 1731GB and our cloud still is completely full. Why isn’t any space clearing in her photos? What else can I try?
