Phone stuck on uploading items to iCloud before erasing

I wanted to factory reset my phone because I was going to use it for another number. I pressed Erase all content and settings it says documents and data are being uploaded to iCloud with three buttons Finish uploading, Erase now, and Cancel. I thought ok i'll wait so I press finish uploading and it's just stuck at 94 percent. Sometimes it would finish in a few seconds sometimes it would be at 73 percent and then would stop at 96% percent and then stay there.

could this be because I don’t have enough room on the cloud?

Any advise suggestions. I’ve already transferred data to my new phone and it appears that everything that was on my old phone is on my new phone.

now I don’t know what I should do any suggestions?
