My 3rd gen Ipad pro 12.9 stopped charging from my portable charger but now charges the portable charger. How can I fix this?

Some PowerBank devices support the USB-C Power Delivery (USB-PD) standard.
An iPad Pro with a USB-C port can either be charged via its USB-C connection from an external power source - or can supply power to external devices. USB-C PowerBanks that can both supply or receive charge via single USB-C port often have a button or switch with which to change its mode of operation.

Doesn't apply to my question. I was having problems with my iPad no longer being charged by my portable charger but instead, it was charging the portable charger.
