Passcodes are set independently on each device. Whilst you may choose to manually set the same passcode on multiple devices, the passcodes are not automatically synchronised in any way.

You can choose the Passcode complexity in Settings:

Settings > FaceID | TouchID & Passcode > Change Passcode > Passcode Options

By modern security standards, a four digit passcode is considered insecure; six digit, or more complex alpha-numeric passcodes are recommended.

If you are locked-out of your new iPad due to a forgotten passcode, you have no alternative other than to follow this process:

If you’ve forgotten the passcode on your iPad, or your iPad is disabled – Apple Support

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).
