Billed twice I originally upgraded to 50GB iCloud storage for .99 a month then increased it to 200GB for 2.99 a month. I’m still getting charged the .99 a month. How do I stop that?

You shouldn't be charged separately for both. You should've be charged the difference. Reach out to Contact - Official Apple Support.
