Migration Assistant not working 2021

Had two dozen macs since 1986, never had this issue.

I have a new Macbook Air - M1 chip, Big Sur 11.1 want to migrate from Macbook 15" 2017 Big Sur 11.1.

Both machines have the same password, user name. Linked the machines via thunderbolt (usb-c) directly. Ran Migration Assistant six times, the new machine can't find the connected old machine. I also tried on my wifi and nothing appears in Migration Assistant. I went into Systems Preferences and changed the Admin name in the old computer, figuring both having the same admin might be the problem, didn't work.


I tried target mode, no dice. Oddly target mode comes up on the old machine in the Startup Disk preferences, but not the new machine.


I gave up, any answers would be appreciated. Thanks!
