Home sharing is turned on but not sharing library on pc
Yes. I have triple check those two points. The songs I have purchased appear on the second pc but not the library. The library is suppose to appear in the upper left under music I believe. Thank you.
When another home shared library is visible on the network the word Library in the sidebar should become a drop down list, enabling you to switch between the local library and any remote one.

Is your computer authorized for your Apple ID? Is Home Sharing enabled in the other device you're using?

success. I believe shutting down the host pc and restarting did the trick.
Ah yes, if in doubt turn it off and on again. 🙂
