There are only 2 supported methods for enrolling in Apple Business Manager:

Purchasing through Apple's e-commerce portal or an Apple Authorized Reseller that has been connected to your Apple Business Manager.
Manually using Apple Configurator 2 (iOS, iPadOS, and tvOS only)

Use Automated Device Enrollment

Prepare an iPhone, iPad, or Apple TV manually in Apple Configurator 2
