I can’t turn off my iCloud Keychain on any of my devices. All devices are running the latest OS I’m tying to sync all my passwords on my devices. Any ideas what I can do?

I slide the green button, log in following the prompt but then it goes back to green. I read the article about how to sync the passwords and was trying to follow the steps. That is not working.
