No.

Older iPad and iPad Pro models lack the internal audio processing hardware for the spatial audio feature of the Air Pods Pro and AirPods Max.

Also, some older iPad models will not support the internal noise reduction feature, either.

Other than that, older iPads CAN still use the AirPods Pro amd AirPods Max.
