If you buy an iphone from apple as the sim free option, are you able to use it with any carrier and then switch carriers after and will it still work?

Yes the data will remain on your iPhone even when you switch carriers.
One thing to note and, nothing to do with the above, ensure that your iPhone is carrier unlocked so that you can use another carrier's service.

Call you current carrier and ask them if your iPhone is locked to them OR just put another carrier's SIM card in your iPhone and see if it works to make and receive calls.
