Problems with updating payment

Hello for whatever reason I have been attempting to add a payment method every card has been unsuccessful it says “your account has been disabled in the App Store and iTunes” what can I do to rectify the situation?

iPhone 11, iOS 14

according to If you see a message that says 'Your account has been disabled in the App Store and iTunes, you should contact Apple Support for help.
