Apple Watch won't pair with iPhone. Phone says download latest iOS but it has been done. Phone says software is up to date. Have tried restarting phone

To use a watch that already is updated beyond watchOS 5.X, you need an iPhone that has at least iOS 13.X. An iPhone 6 can only be updated to iOS 12.X. You need at least an iPhone 6s. If you are stuck with an iPhone 6, then you should return the watch for a refund. The only other POSSIBLE (but I'm not sure how they can help you) solution is to make an appointment at the Genius Bar kn an Apple Store near you or contact Apple support. Either way:
