Giving Iphone to cousin in foreign country

Hi, I gave my old iphone to my cousin in Vietnam. I already pay off that phone years ago through T-mobile. However, she couldn't use it. it said the sever didn't support , do you know how to fix it?

Read this support article "If you can't activate your iPhone [or iPad]" - click here --> https://support.apple.com/HT201407 - "If your iPhone can't be activated or an alert says the activation server is unavailable [or cannot be reached] or the SIM card is unsupported, learn what to do."
