I often send emails at weekends for work purposes but I don't always want people to feel they need to answer until Monday. Is there a way I can draft an email and program it to be sent at a future time?

There is no such feature within Apple Mail.
Options>> save to Drafts >> Setup a Reminder in Reminder to specificities date and / or time to Send Mail. Awkward but doable with some extra work.
